"As to the Opium question there is between them and myself a clear and explicit understanding. They declare their inability to deal with the subject, and I my want of both authority and inclination to initiate any proceedings against the traffic while it is carried on beyond the precincts of the legal trade. I am resolved, as far as in me lies, to prevent the trade, for which the Tariff provides, from being mixed up with another for which no provision is expressly made.
